Nearly every state in the U.S. has adopted a version of the Landlord and Tenant Act. The act governs what you, as a tenant, need to do and what the landlord must do for you. It covers everything from moving in and paying a security deposit, to privacy and evictions. While there are minor differences from state to state, most laws are universal. You should get to know your rights under these acts.

The rights and duties of landlords and tenants are spelled out in federal law, state statutes, local ordinances, safety and housing codes, common law, contract law, and a number of court decisions. These responsibilities can vary from place to place around the state. Tenants in federal housing and other forms of subsidized housing may have additional rights under federal law not covered in

Paul has been involved in the real estate industry for the past 38 years. He has been involved in many facets of the real estate industry including sales, appraisal, and property management. Through his consulting company, Property Management Solutions, he provides training and consulting services nationwide to owners, management companies, multi-housing associations, as well as state and federal agencies.

He specializes in fair housing issues and has developed fair housing and outreach programs for governmental agencies as well as conducting seminars that are presented to property management companies, apartment associations, and the general public nationwide. He is in demand as a speaker and subject matter expert on fair housing issues. He has authored a book on fair housing and is an expert in many court jurisdictions.

He also does compliance training in HUD, tax credits, and rural development programs. At one time in his career, he was a consultant to a national property management firm responsible for properties located in 22 different states. He is called on to do new manager training for many property management companies.
